Plans Question - for a verandah (carport size)

We have recently purchased our first home and would like to apply to council to construct a verandah/pergola (carport size) out the back as an undercover entertainment area.

We got some quotes from stratco for a 7m x 4m flatroof pergola and it came out alittle more expensive that what we'd budgeted for. My father has suggested that we wait until a 2nd hand one comes up in the trading post etc, which we are happy to do but we need to get some plans of this size pergola (carport) to submit to council first to make sure that they will allow us to erect it to begin with. Does anyone have any suggestions or know where we could get such plans from? We don't want to buy a 2nd hand carport to erect only to find that council don't give us approval to put it up. We were hoping to get approval first, then buy the materials. I hope this makes sense
