Has the gate ever closed properly when done slowly or is it new new gate that has never closed slowly.
If new I still reckon your hydraulic arm looks to be the problem.

never closed properly after days of stuffing around with it from new. the closer is putting a decent amount of force on it and it closes perfectly until such time someone closes it gently and thats it, wont latch and requires quite a bit of force to latch it.
ive given up and replacing it with a magnetic latch, no matter how gently you close it it will be latched unless they put something inbetween the lock to stop it and theres no lock in the world that will prevent this from happening.

just the side of the complex and washing machine area, and back doors of the units there. want to keep it locked for safety, this is cairns, crime central, druggies and people have tended to go out the back to try break into units and shoot up etc.. in the past, this gate has pretty much stopped that now.
