whats the go with installing downlights in a unit top floor fire rated ceiling?

have a unit complex 3 stories, someone wants to install downlights in the ceiling up there on the top floor, its double sheeted Frye check and obviously fire rated.
whats the deal with installing downlights properly here? whats required to keep fire rating??

hearing and seeing conflicting information so far where i have been looking, some say fire rated light only some say you need the fire proof cone over the top and needs to be certified by as well afterwards etc.. dont know know what to believe, still researching it all.

The fire rating must be maintained. Firstly what level of fire rating is it eg. 30, 60 or 120 (minutes) generally determined by the code or approval at the time of construction or certification. Any approved method can be selected such as a fire rated enclosure constructed on top of the down light penetration or a fire rated light fitting installed to the manufactures requirements. Be careful as many recessed down lights only have a 30 minute rating and most fire separation in class two buildings require 120 minute rating. The work can be completed by any competent person, typically an electrician for the down light and/or a plasterer for a fire rated enclosure.
