    That looks to be a mono rail of the type invented by Louis Brennan, some time Australian resident, also invented the wire guided torpedo, automatic weighing and packaging machine and hundreds of other items pre-1900. Sperry bought Brennan's patents for gyroscopes which were used in this monorail.

    He was still active post WW1, died in Switzerland after being run down by a car.
