It is basically bits of you that fall off onto your mouse mat and the get munged into the working surface of the ball.
So, in other words it is bits of used spam!!!

Since the computer mouse was named because when you hold them up by the cable they look a hell of a lot like a mouse being held by the tail, mice is a perfectly acceptable plural for a computer mouse.
Well I have a mouse with no ball.
It's a bit like having no legs, it has nothing to keep it's body off the ground, so now all the pooey stuff sticks to the little runner bit around the edge of it....eewwwww.

Just as an interesting aside from this deep and meaningful thread ... Did you know that mouse movement is measured in Mickeys? (I am sure all you programmers out there knew this but lots of others don't.)
mickey: a unit of measure for movement of mouse, approx. 1/200 of an inch.
