The other answer might be the tunnel joins two states or countries (England/France type thing maybe) which have different time zones, therefor 1/2 hour or an hour separates them.

They each travel into the tunnel for 90 seconds... stop... reverse directions.
They may not come out in the opposite entries to which they started but they'll still emerge in opposite entries to each other.

The story:
Four prisoners are buried up to their necks in the ground facing a wall as shown below
They can only see what is infront of them and cannot move in any direction (heads or bodies)
They know there are two white hats and two black hats, they cannot see the colour of their hat
They cannot see through, around, under or over the wall
They cannot communicate with each other in any form
One person must correctly identify the colour of the hat they are wearing
If that person is correct then all four will be released
If that person is incorrect all four will be shot
In 20 minutes, all four will be shot

Which line is the wall? The one separating #1 from #2,3 & 4?
Assuming it is as I said, and the wall is separating #1 and #2.
#3 can see #2 and tells him he is wearing a white hat. #2 then says "I am wearing a white hat" and all 4 are released.
You said they can't look around or over the wall so how can #3 see #4 if he is facing the wall?

#3 can see that #2 has a white hat. He'd know that #4, the bloke behind him, can see both him (#3) and #2. So, if he (#3) had a white hat then #4 would see two white hats and know that he (#4) had a black hat.
However, #4 doesn't call out so #3 knows that he (#3) and #2 have different coloured hats and, knowing that #2 has a white hat calls out "I have a black hat."
Simple, really. :rolleyes::p
