most of the preceeding posts are gobbleygook to me, but it does sound like they're shafting you. It may be worth reading the original contract as it sounds like breach of contract to me. Why can't they offer/garuantee you the maximum speed if you don't bundle with your home phone? Sounds like a case of won't rather than can't.
