Nope. Chinese, not Japanese. And words, not numbers. Translation from English was found here: Chinese Symbols Clip-Art Collection Pronunciation is "lau pee," I think.

DIY in 1/4" (6mm) perspex, with a Dremel router base and mini dovetail bit (about 2mm) for the dark parts and border, filled with green paint, and overall white spray paint - all in reverse on the back.

The technique could have interesting possibilities in multiple depths and colors (similar to paint by numbers), but I haven't explored it yet.
