Where I work we are always being reminded about the possibility of Workcover doing audits of work sites.
If I were you I'd give Workcover an anonymous ring and ask what they think about the repairs you are considering.
I know work boots/shoes can be expensive and the risk of an audit fairly low but I wouldn't risk a hefty fine just to get a couple extra months use out of a pair of boots.

I would agree that electrical safety might be the major concern here. I personally have worked building on sites at least a inch deep in water (of course we kept the plugs out of the water and used RCD's . ) But having a hole in you boot provides little if any insulation?

Interesting...in the distant past when steel toes first came in the steel caps were on the outside...of course some of them got pollished.
I believe in the US there arre some heavy duty steel cap boots that still have external steel caps....but they also have a steel channel to protect the whole top of your foot too.
