Vinyl floor with coving

Hi all,

I have a second kitchen that I want to use for my home business (cake decorating) and after speaking with Council I need to have a vinyl floor with coving. I got one rough quote over the phone & it was $1000 for the vinyl with coving laid for quite a small area (apparently there is a surcharge for small jobs). Is vinyl flooring with coving something that could be DIY? If so is it difficult? Any information or advice would be greatly appreciated.
