Under house framing

:? We have just had our house lifted and restumped with steel posts and we are about to start framing up underneath. (owner builder)
I have had conflicting advice on one aspect, and that is what to do about the top plate. Difficult for me to explain, so I thought I would attach a sketch. (apologies for the drawing).
