Pressure reduction/limiting valves - where to install?

Currently in the process of renovating our kitchen and plumber said we require a pressure limiting / reduction valve installed as apparently in SA that is the regulation when connecting up mixer taps.

We didn't hesitate and agreed for this to be done. Lately I'd noticed the pressure of taps around other parts of the house not being like they used to be and today I realised the plumber has installed the pressure limiting valve on the incoming line right after the water meter. Thus all taps indoors and out are now affected.

Is this normal or common practice? Is there anything wrong with this?
