Removing and replacing old tiles?

Just need to ask a question i havent been able to find the answer to.
I might be planning to remove old tiles in kitchen and lounge area 35sqm alltogether.

Theres a mortar bed about25MM thick that was laid on the slab and tiles over the mortar. My question is when the tiles are lifted of the old adhesive which is very thin and hard like cement stays stuck to the mortar and some of the mortar also breaks off too.
What can i do to relay the new tiles smooth the surface down and fill the gaps in the mortar bed and then glue over the existing adhesive to lay the new tiles?

Or does it all have to be removed and a new mortar bed placed?
