Spouting, Is it Required?

G'day people

Was thinking about the spouting on my house, I'm in a semi-rural area with quite a few gumtrees around and of course my roof collects a lot of leaves and a lot of it ends up still sitting on top of the leaf barrier that looks something like this Attachment 74512.

So my thinking at this stage, why not remove them. Is there any legal requirement to have spouting?

None of it goes into water tanks and the run-off from them just goes into seasonal creek that runs next to my property and if the I was to remove them, the run-off from the roof will still end up running to the same point without affecting any of my neighbours as they are all up hill of me.
