want to build a granny flat, what do councils needt o see?

i want to build a granny flat 6m x 6m in my back yard with a small bathroom with a toilet and sink only. want to make the frame out of wood with cement slab floor and iron roof. what sort of things would the council need to see and how detailed in order to approve such a development? and do they inspect when finished? or in stages or not at all?
