Building a dodgey 2m high rock wall

Howdy all - I do a bit of landscaping for a quid and I've got this job where the client wants a 2m high retaining wall that is going to be 800mm away from the house. There is a redgum one there at the moment that's rotten, the soil is stable volcanic red stuff and the client understands that permits are required but can't afford the expense.
