Besser block fence - DIY-able?

Hi there, First time poster - long time lurker. I have a question that I believe I already know the answer to, but thought I'd ask anyway, in case there's some other things I hadn't considered. Please keep in mind though that I've nowhere near the average skill level that everyone here seems to have!
