"Blind" Bolts

I'm not sure if this is the correct name. What I'm trying to locate are fasteners which are woodscrews at one end and machine screws at the other. The idea is you put a nut and locking nut on the machine screw and screw it into the timber with a spanner, like a roofing screw. Then another piece can be fastened to it using a nut and washer on the machine screw end.

I want to use these on my deck where the steps are currently fastened using coach screws. If I can replace these with blind bolts or studs I can remove and replace them easily.

Does anyone know where I can source these (and what they are really called ?)
