spa & deck question

HI there,
I am under the impression that you should oil/stain your decking timber before it is laid (ie both sides). Is this generally recommended ? Spa & deck is highly recommended on this forum so I'm thinking about giving that a go - how would you go about applying this to both sides of the decking given that it is applied when the timber is wet ? Just put it on the ground, wet it and apply it to the underside of the decking ?
