Ceiling looks terrible help please.

My plasterboard ceiling in the alfresco which was scrubbed by the concreters with a hose on it.

I scraped all the loose paint off with a scraper and then rubbed down all the edges of the paint it all felt quite smooth but when I gave it a coat it looked terrible,

Can the whole thing be rubbed down if so what grade paper should I use or any other tips that can save my ceiling please.
