currently active user list

What do the different colours and + signs mean? on the user names?

Blue are Mods
Red are Admins

Don't see any + signs on mine. :)

and the paler blue than us Mods are advertisers

Yep, i'd figured out the mods and rockers,
but what is green and black?

Green are mods as well but with limited powers for a specific forum as shown here, and black is for people that have been banned

Dark blue- Super Mods.
Light blue- Paid advertisers.
Green-Sub forum Mods.
+ is someone you have added as a buddy.

They're not. Just an explanation of different colours. They show up in the member's list, as their posts have not been deleted (for the most part :D ).
