Aim: Replace yellow tongue flooring in existing 2nd storey room & replace with T&G hardwood flooring with minimal damage. There's no chance to go over the top with new flooring.
After removing skirtings, what sort of tool could I use to cut 'flush' with stud walls without damaging the joists ? (then lay new floor and replace existing skirtings).

Can you cut inside and use say 100mm on all sides again with the new floor?
Is it a platform floor or a cut-in floor? If it is a platform floor, you will also need to consider how you are going to support the ends of the flooring - maybe add another joist at the walls.
Check your joist spacings before you attempt to lay your new flooring.
For T&G strip flooring the joist will need to be at 450mm centres, whereas under your particle board you might find that your joists are at 600 or even 650 centres.
As for cutting out the particle board a reciprocating saw (as already mentioned) and some sharp chisles will do the trick.
Why can't you lay the new floor over the particle board? :?

So I'm thinking, he has put some thought into it and it seems to be out of the question.
Be good to know why its out of the question because the solution to thgat potential issue is starting to sound easier!! :)
