usually the 15amp fuse is the problem, the plug might be ok, but is the 15amp power fixture its plugged into OK, and make sure the house is wired to take the 15amp load....not many houses are....some spa's need both a 10am + 15 amps power sockets to run them.

Trying to help over the phone, it was installed and working but was unplugged for the renos. The outlet is live, tested with the trusty hair dryer.
Do they have their own internal breakers fitted?
Usually we call a 'SPA' a hot tub which implies water. We also have a device built into the SPA (Or in the power cable) called a ground fault interupter or GFI for short. The GFI shuts off the power if electrical current is found to be leaking. i.e. More current entering the SPA than is returning from the SPA. This usually means that someone is getting electrcuted. The GFI opens the circuit is miliseconds.
Our GFI devices have a reset button, usually red in colour. Is it possible that the GFI on your SPA has tripped?
to translate from the original american, you may need to reset the RCD [residual current device -safety switch in laymans terms].
Have you checked the air switch?
