I'm doing some repairs on roof sarking and noticed an electrical cable running on top of the sarking. Is this safe/legal?

Looks like sarking that was retrofitted after the roof was built.
While the roofing is off get new sarking fitted where it will keep the moisture away from the roof timbers and any insulation that you may want to fit.
