Advice on finish lifted from spilled water

I have a set of what appear to be Danish style teak veneer drawers that have had water spilled and left on it which has lifted the finish.
Can anyone advise on what type of finish would be able to be lifted from water? Is this like a paint finish???
And given it's a veneer should I just try to lift the rest of the finish using water rather than sanding when I goto repair? I've intentionally left a droplet of water on the finish for 1 hour and was able to wipe off the finish with a towel (you can probably see the 5 cent sized circle right in the middle).

If you sand it you are never going to be able to do it evenly when you get close to the raised sides, it will look patchy and whatever finish you apply either stain or clear that area will be highlighted.

If they were mine and had to be kept i would put another solid top on, either thick enough to be higher than the original sides or trim the original sides down to the existing top and overhang the new top on the sides and front. I would oil the new top to better cope with water and would use a cleaner restorer on the rest of the unit to bring the timber back to life.

Thanks mate, appreciate the advice. Yeah I get your point about not being able to get close enough to the sides. I don't particularly want to change the look so will need to think about next steps. Cheers.
