Granny flat certification nightmares!!!

Ok here goes...

We purchased a 4 bedroom house.. Back bedroom has own bathroom and a large walk in wardrobe with a window...

So.... Being close to a university I came up with the idea of converting the wardrobe at the back bedroom into a kitchenette and changing the window to a double set of doors with a small 1 x 2.4m balcony with two stairs...

Until now I was under the impression that given the balcony is so small and we are not adding to the building that council approval is not required.. Interested in your thoughts..


I have three questions::
1) is it true in nsw that a "granny flat" of this type would require extensive fireproofing ie I've seen ridiculous scary images of masonry walls from soil under sub floor all the way through roof cavity to roof tiles?? I know a dozen or so people that have installed kitchenette granny flats inside their current roof space and haven't done this...

2) given that the bedroom has a internal door adjoining-- goes to the rest of the house it is technically not "self enclosed" thus does this mean it's not technically a granny flat and therefore doesn't require this over costly fireproofing or council approval??

3) how is this situation different from someone putting a second kitchenette in another room in their house or converting a window of a bedroom to a door ,, does this need approvAl?
