how thick slab for shed?, and how far from fence can it be?

in Cairns, I want to build a steel shed for storage, not cars or anything like that. it will be 4.8m long and 3.5m wide and 2.4m high.
what thickness slab would I need for this??
how far away from a neighbours fence does it need to be??
also, stormwater runoff, can it just go to the ground or has to be connected to storm water somehow?
