Looks to be a great aid for those who have control of the muscles of the trunk and arms and who have no hip pain.
What a great idea, innovative, useful, fun, that man is on a winner and so are the users. Watch this take off at high speed.
Whilst I still feel this is a top idea it was pointed out over on the metal forum that a similar thing had been developed a while a go if you do a search for Segway seat you'll find a few places around the world.
