Reusing old screw holes?

I'm in the process of replacing all the hardware on our 80 year old double hung sash windows. Most of the screw holes have become too large over the years to securely hold new screws. Does anyone have any tips on how to reuse the old holes, should I fill them with a filler then screw into the filler? In the past I have used matches or bits of cardboard shoved in the holes however I'm sure this is not the correct thing to do :)
