New interior wall running parallel to joists

Hi. I'm intending to divide up our rumpus room into two bedrooms with a timber frame wall. This bit of the house was built in 1988.

I've googled how to do it, but there is one thing I'm not certain about. The proposed wall will run parallel to the ceiling joists. One joist is pretty much exactly over where the wall should be - though I don't mind moving it up to 100 mm either way. My question is should I just attach the top plate to the joist - or should I put nailing blocks between the joists, move the wall over a bit, and attach it to the nailing blocks?
