Bottom of casement window unpainted?

Hi,

I'm currently repainting a casement window in our heritage house and have noticed that all the bottoms of the casement windows are unpainted. Does anyone know the reason for this?...otherwise I would have painted the whole window including the bottom. The photo is not the clearest, but there is no paint underneath.
