If you asked me, which you didn't, I would say it is all to do with surface tension and the point at which gravity defeats the phenomena.
What I don't understand is how the cat knows this :? .

A bit more research would no doubt reveal that cats only appear to drink this way because they are being watched and cats enjoy a good practical joke as much as the next mammal.
Little kitten I had once.... He was walking down the hall and you could see the thought cross his mind. "hmm! Got an itch. Now what do I do." And he automatically sat down and his leg came up. Kinda surprised himself, then it started scratching and you could see him go. "What is my leg doing there?.... Oh.... that works.... COOL" Maybe drinking is the same. "hmm! Feel funny. Whats wrong. Hmm. wet stuff.. WHAT IS MY TONGUE DOING? .... Ooh? COOL. "
