Progress payment splitting

Hi,
I have tried googling for hours but have returned no wiser. We are part way through a renovation. My builder had asked me if he could split a particularly hefty progress payment into half (ie. Pay 50% part way into that stage and 50% on completion of that stage). I said it was OK by me. He has since invoiced me for portion splits on every progress payment since. There are 2 stages where he has split each payment into 3 (ie 30%, 30%, 40%). Can he do this? It is not part of our HIA contract. I would prefer to pay on completion of that stage from now on as we are nearing the end of build and I dont want to have paid for say 70% of a stage with it only 30% complete since I wouldn't know how far into that stage they are anyway.
