How much does a drafsman cost on average? Don't know what to expect. Total newbie

PLanning on renovating a 3 br brick and tile on a 405 square block. Have no idea of the process.

Had first draftsperson out today he said ...for about $150k we could do a very nice reno. He said the preliminary process would be about $7500 to $8000. That would be about $2500 for his drawings ( we have no plans at all) then a drawing of what we want, engineer, structural engineer, certification and council submittal and apporval. Is that reasonable?

Would appreciate any feedback.
