polly on oak panneling.

i have oak panneling with pollyurithane on it. the panneling is on the wall. i was thinking of sanding it a bit to rough it up then painting it. the question is oil or water base? any other thoughts on the subject? thanks in advance. ralphtaff

i will post on my own post i guess no one uses polly over there so i will try someplace else. thanks any way.
