people stealing copper, is it worth that much??

im noticing that there are many new houses going up in my area when i ride my bike around the neighbour hood. i also notice that all the houses have had their 16mm consumer mains wires cut level with the house foundations.
i went past one to day where they have been starting brickwork, an electrician has repaired it and it has been stolen again. its not even 4m worth of wire, but its getting stolen from all buildings in the area.
There are many scum bags on the earth walking around wasting oxygen better used by someone or something else.
