Building Permits, Do I Need One?

Hi all

I am looking at constucting a shed in a few weeks and was not too sure if I need a permit to construct it or not as I went on the councils website which did not tell me much.

The shed that I am looking at constructing is a 3m x 3m shed by 2.4m high with a flat roof all framed up with a window on either side and a doorway

So I was wondering anyone here who have had the experience to build something similar have to go through the council or not as my said they do scans every two years using google earth to see if you have made any variations to your property..
