Gooday forumites,
I mowed my fathers lawn the other day using his Victa VJ165A1 mower and when I finished, that is moved the lever to stop the engine, the engine kept running at full throttle and I then turned the red switch to the off position to stop the fuel from being pumped and the engine stopped when the remaining fuel was used up.
Is this a common problem that can easily be fixed in the back yard?

Yep. Simple.

But you prob have sticking in the throttle linkage.
Can you see where the throttle cable connects with the carby? When you open the lever wide then shut it down does the other end project to push the butterfly closed? If not, the cable prob needs a lube. Can give you some tips on how.
If yes, the prob is in the carby and it needs some work.
The cable can also stretch , adjust the cable posision in the control lever on the handle
I don't know the model in question but I had a similar problem with my mower (older Victa model),
There are a couple of wires in the carby that are shorted when the throttle is set to OFF. The rubber grommets holding them had deteriorated and the connection was no longer being made.
A visit to the local mower shop got me all of the necessary plastic/rubber bits for the carby for only a few $$. A hours work to fit them. Mower now starts and stops as it should.
Another thing: there shld also be a return spring at the carby or btwn it & the end of the cable. It may be broken.
Only guesses; been a while since I maintained small engines.

Actually IIRC if it's 2 stroke it'll have a slide in the throttle body, not a butterfly. That or the needle hanging from it may have jammed - long shot only.
Some of the older models were designed to only shut down after all the fuel in the carby was used up, leaving nice clean passages that didn't get clogged up.
One quick way to stop is apply a screw driver between the spark plug teminal and the body of the mower, assuming the terminal is not shrouded by the HT lead
