who would i see for help on drawing plans for a back work room for council?

i want to build a work room fully lined with wooden frame like a house. i will use this room for my workshop for computer repairs, electronics and other general handyman work as well as some storage for my stuff. i want it to be like a house inside and not just a shed, plasterboard walls, a window and a normal house type door.
i dont know how to draw up the plans that the council will need for this project, who would i see that would be able to help me do this?? and any idea how much would it cost?
then once approved i will build it myself.
