deck in bush fire area

A client has asked me quote on steel frame deck and sandstone random paving on same. My problem is the substrate to use.
Last time i looked cement sheet 15mm underflooring was really expensive. Is there a type of chipboard that can be used outside ( fire hazard ?????? ) or some other product??
