Retiling Kitchen Walls - Advice please

Hubbie and I are in the process of renovating our kitchen - first time for both of us. We have completed the demolition stage and have removed all the wall tiles. When we removed the wall tiles, the plaster and some of the concrete underneath have come off making an uneven surface.

I am not sure how to proceed with retiling. From what I have read, you need a flat surface for the tiles. What is the best way to go about getting a flat surface?

Also, does anyone have advice on the best order to start reassembling the kitchen (eg do we tile first or paint first? Do you put the cabinets in first or last?)

As you can see from my questions, we need all the advice I can get!
