am I right or wrong?

Im not sure if this is the right place but Im hoping someone can help.

I entered a verbal agreement with a person/business for them to provide me with a resume for a job application in ealry june. I told them that I wanted it at least one week prior to the deadline which was agreed to on numerous occasions over the preceding weeks. In the end the resume was provided the night before the deadline with no time left for any changes to be made. I gave the person 24 days to do it. The person only supplied a draft copy without spelling/grammar etc. In the end I had to submit it without it being proof read and without my changes being checked. I sent numerous emails with no replies and I had to make contact with them and was told on at least 3 occasions that there was time and that he would have it done.

Due to this I only paid half the agreed fee as I believe a professional service was not provided.

Is this reasonable or should I pay the other half.
