Need some help with this. A machine that makes a high pitch whine and can go for hours in constant running. Some bloke two houses down starts this thing up and it goes for hours, hurts my ears, I have to wear ear plugs around the house and in the shed, when he turns it off I have ringing in my ears. It is some kind of wood working machine. Any Ideas what it could be.
Want to find out what I am dealing with before I hit him with the noise abatement act.

Could be an overhead router.

Could be his wife. Oh, you said machine but the whining and goin' on for hours sounds right.

If it is annoying you that much get on to your local council,you will soon find out what machine it is ,you shouldn't have to put up with that.:(

The kind of machine is irrelevant, really. What you need to know is: does the noise volume and time (time of day, not necessarily duration) contravene EPA and/or local council regulations?
If it were me, I'd pay the guy a visit and calmly let him know how bad it is. With any luck, you'll get an apology and an attempt on his part to make your life a little easier. If you have no success, get onto the appropriate authorities and let them deal with it.

What is it with people these days that they have to go running to the authorities at the slightest little thing. The first thing you should do is approach the the guy with your concerns, and be reasonable, don't overreact. If he then becomes unreasonable don't get into an argument, just walk away. You then have justification to call the council with your concerns.

Nope, I dont have that cause my missus hears the same noise.
Right, I dont go running to the authorities, never have and most probably never will. I simply asked what machine it may have been so I could go off and talk to the bloke using it. It becomes my problem when i get an answer like a neighbour I once had. He had a dog (notice I said "Had a dog") who continuously barked at my bedroom window. I politely asked him to do something about his dog barking all the time, pointed out where my bedroom was and that I was not getting any sleep after night shift. His reply (not my problem). I walked away, said nothing, three days later his dog passed away, kinda odd really.
So I am off to find out exactly where the whine is coming from so i can have a polite chat to the person using it.

If the ringing continues (and gets louder) after Dingo Dog puts in the ear plugs then its Tinnitus. If it stops then its the machine making the noise.

I agree with the just go and have a word to the guy first approch. If i was the person making the noise i'd much prefer to be given the oppitunity to do something about the situation before the authorrites come knocking.
I'm going to ignore the comment about the dog and hope it was just your idea of a joke to say such a thing.

Had a visit from my new neighbour this morning. He was out using a router on his veranda and noticed the wife had hung out some washing on the line close to the fence line. He was concerned that dust from the routing would get on the washing and had come over to let us know of his concerns.
Being a good neighbour ain't that hard.....wonder why so many people find it hard?

In todays world it seems most people are only in it for themselfs and don't care about everyone else they step on. Just go out and drive on the roads and you can see what i mean, well at least in perth and sydney it's that way.

That's the way I operate, kiwigeo and It brightens my day to hear that others do it as well.
I made sure that my neighbour wasn't unhappy about smoke from my pizza oven the first couple of burns after I built it and I put a lot of effort into setting a fire with the least amount of smoke possible. I've had another neighbour who was a nice bloke, but just didn't think about the split system aircon box he stuck on his wall aiming straight at our bedroom windows, or the use of power saws and hammers at 11:00pm when he was renovating once.
Some people get it, but plenty don't unfortunately.
Even though I'm allowed to make noise from powered equipment from 7am, If I have a days work outside, I still arrange my activities so that I'm doing quiet stuff for the first part of the day to give the neighbours a bit of a sleep in. Easy to do, (almost always) makes no difference to what I'm trying to achieve and gives me a warm fuzzy feeling for being a nice bloke, even though those benefiting from it don't know about it.

Just a guess that the machine that's causing annoyance is probably a jointer or thicknesser, they seem to be the noisiest in the workshop.
As Kiwi & mikm have said, it's much easier if you stay on good terms right from the start. One neighbour & I both use ww machines, but we've asked the other neighbours to let us know if there's ever a problem. We don't use noisy machines at unreasonable hours, try to avoid using them at weekends, and the neighbours know that if they ever need anything made, it'll be done free. Only bloke who ever came & saw me was a shift worker - fair enough. He wasn't a close neighour, but I'm glad he came to me rather than complained to the council.
