You don't usually attache the cable to the wall, you get it installed into the wall cavity.

I suffered from this for quite a few years. Ended up going to a Physiotherapist and he strapped my foot up in bandages for a few days and this fixed it.

Those are Compact Fluorescent Lamps which require a special fitting with a ballast. Might be hard to find a fitting for them these days. Maybe sell 'em on Fleabay or something.
